The Armstrong City Council at their Tuesday, Nov. 8 meeting set a Dec. 13 public hearing to fill a vacated council seat by appointment.

Former Councilmember Nick Mart resigned at a special Oct. 31 meeting and at the same meeting was hired as deputy city clerk. At their regular Nov. 8 meeting, the council approved setting a 5:05 p.m. Dec. 13 public hearing to fill Mart’s vacant seat by appointment.

Mart has volunteered his time at Armstrong City Hall, handling utility billing and payments and other duties.

The deadline for candidates to submit a letter of interest in the council seat to City Hall is 4 p.m. Dec. 9.

In other business at their Nov. 8 meeting, the council set a 5:10 p.m. public hearing to increase garbage rates $3 a month. The council also held a public hearing to adopt new zoning fees, waving second and third readings and making final approval.

The council also approved a $116,421.90 pay request to King Construction for work on the city lagoon. The council also approved a change order saving the city $68,000 on the project.

In his report, Emmet County Sheriff Mike Martens reported an average of 22.75 hours of uniformed patrol for October.

The council also addressed several other matters, including:

• Approved liquor licenses for the Community Center and Dales Recreation.

• City Maintenance Directory Troy Leininger discussed current city projects and work on the wastewater project.

• Mayor Travis Schueller discussed meter reader system updates.
